Concealed weapon license exemptions for oklahoma?

it says that you have to be 21 or older to have 1 of these for a gun arent there exemptions for the age also isnt their a concealed weapon license for above legal sized knives and for tasers and such can you tell me if their is any state you can get a concealed weapon licens when you are 16 or 17 and how i can do this please help
