Does someone with an employment authorization card need a social security number to work in the U.S?

Yep. The EAD is what CIS gives you. That means you won't be working illegally. But when you work, your employer pays into Social Security on your behalf, so he'll *need* a Social Security Number to track your earnings. (That's how you get a tax refund, too.)
