99 out of 100 times when a person wants space it is on a permanent basis. Is it over~~yes. He is acting toward you out fear and not love. To be friends is about as safe and uncommitted that a person can be and his claims of love are about as weal as wattered down espressos.. He has excluded you out of any resolution giving you no option but to move on.
