National Exemption Service (NES), anyone ever sue them in small claims court?

National Exemption Service provided water billing service for my apartment complex in southern Florida. I have endless problems with them over billing on gallons used. No government agency exercises any control over them (Dept of Weights and Measures, Public Utilities Commission, State Attorney General, Local town government, and on and on). I want to file in small claims court, but this will cost a fortune if this would be the wrong venue somehow (travel from east Florida to West Florida, hotel accommodations and the like) Any one ever had a resolved beef with this company? If so how. Anyone sued them in small claims court? If so what happened?
