It's when local law enforcement authorities are capactiated to act as Immigration Officers with the objective of detaining and deporting illegal criminals. Check with the law enforcement authorities in your county to see if they have implemented this yet. If your county doesn't participate in this, then it's difficult to round up a bunch of illegals and deport them; many walk free even after being let out for certain state crimes.
